Added URL handling capabilities to BuerklinProvider.

* Refactor ID extraction logic in BuerklinProvider

* Add tests for BuerklinProvider URLHandlerInfoProviderInterface

* Revert "Refactor ID extraction logic in BuerklinProvider"
